​Rainer PLAßMANN, President of the European Centre of Employers and Enterprises providing Public Services and Services of General Interest (CEEP).

Rainer Plaßmann studied Law at the Universities of Cologne and Marburg. He has been occupying several positions since 1988 at the Stadtwerke Köln GmbH – e.g. Deputy Head of the legal department, head of strategy and central services. Since 1990 he has represented the Stadtwerke Köln in several national associations of public services.

Moreover, he is President of the board of the Academy on extra-occupational studies at the University of Cologne (VWA) and member of the supervisory board of the occupational pension fund for the companies of the City of Cologne (ZVK Köln). From 2000 to 2008, he was Secretary General of CEEP.

From 2008 to the beginning of 2020, he was Director of Human Resources and Organization and Head of the unit “services of general interest” at the Stadtwerke Köln. Late June 2019 he was elected President of CEEP (European Centre of Employers and Enterprises providing Public Services and Services of general interest).




milena-277x300 Milena Angelova has been serving as Secretary-General of the BICA since 2002. She is member of the European Economic and Social Committee (EESC) since 2007, member of the EESC Bureau since 2009, Employers’ Group Vice-President since 2010 and Vice-President of the EESC since 2018.

She is member of the Bulgarian Economic and Social Committee since 2006 and is well known as active participant in decision-making processes in Bulgaria in all matters concerning business climate improvement because of her profound expertise in the field of corporate governance, corporate social responsibility, administrative barriers cutting, European funds management.

Before joining the BICA, she had ten years of excellent professional experience in large companies, as for example in the Bulgarian subsidiary of Italcementi Group. She was also lecturer at the Economic University in Varna and in the Institue of Economics of the Bulgarian Academy of Sciences. She issued more than 30 scientific publications in the area of marketing and of corporate governance.



brandoliniFilippo Brandolini has about twentyfive years of professional experience in local government and in management of local public enterprises providing services of general interest.
In the past years he has been strongly involved in the fields of social dialogue, socio-territorial cohesion and environmental policies. In April 2014 he was elected President of Federambiente, the National association that represents over 200 Waste companies. In 2015 he leaded the fusion of Federambiente with Federutility, the National association of water and energy companies to constitute Utilitalia, of which he was elected Vice President delegated to the environment sector.

brandoliniIn November 2014, Tom Beattie was elected President of CEEPUK. Leader of Corby Borough Council since 2011, he has been a Councillor since 2003. He is also currently Chair of the East Midland Council’s Regional Employers Board and represents East Midlands Councils (EMC) on the Board of NARE.

Mr Beattie is a Board Member of the Northamptonshire Enterprise Partnership (NEP) and Vice Chair of both the Employment and Skills and European Programme Boards.

Until February 2013, he was a National Officer with the Unite trade union and Head of Lifelong Learning. He led for the union on learning and skills issues and represented Unite on the board of Proskills, the Sector Skills Council for the manufacturing sector. He was also the trade union side Chair of the Employment and Skills Working Party of the European Metalworkers Federation (now Industriall) and CEEMET (the European Metalworkers Employers Organisation).

Mr Beattie also represented the union on the board of the European Graphical Industries network (EGIN). Since retiring from Unite in 2013 he has concentrated full-time on his political role and is a member of the British Labour Party.
